Bengaluru continues to be India's top startup hub in 2025, according to the Hurun-IDFC First list. It has the highest number of founders and company headquarters. A total of 88 founders live in Bengaluru, with 52 companies based there.
Mumbai is at second place with 41 companies headquartered in the city and 83 entrepreneurs living there. New Delhi is close behind with 52 founders, while Gurugram is at third place with 36 companies. Other cities like Chennai, Hyderabad, Pune and Noida also made it to the list.
The top founders in Bengaluru include founders of startups like Zerodha, Swiggy, Razorpay and Dream11. Mumbai is led by founders from DMart, Nykaa and Max Healthcare. Founders from Paytm, Lenskart and Interglobe are based in New Delhi, while Deepinder Goyal's company is based in Gurugram.
